Martyn's Law – Building access
The building opening and closing times published on this webpage reflect normal operational requirements. Please note that buildings may close earlier when unoccupied, particularly during quieter periods such as the summer months, to maintain campus security.
Staff who require access to a university building outside normal working hours should
have their ID badge with them and inform security as not all buildings will be open.
We encourage staff and students working on campus to download the SafeZone app, which provides a quick and easy way to contact the Security Team whenever and wherever assistance is needed on campus.
Martyn's Law – What is Martyn’s Law
The University of Wolverhampton is preparing for the implementation of Martyn's Law, formally known as the Terrorism (Protection of Premises) Act 2025, Terrorism (Protection of Premises Bill), Martyn’s Law.
Introduced as part of the UK Government's Counter Terrorism Strategy (CONTEST), the legislation aims to strengthen public safety by ensuring organisations are better prepared to respond to the threat of terrorism. The law was developed following recommendations made after the 2017 Manchester Arena attack and is named in memory of Martyn Hett, one of the 22 people who lost their lives.
Martyn's Law is designed to improve preparedness and resilience across public venues and organisations, including universities. Premises with a capacity of more than 200 people are required to implement proportionate security measures, such as staff training, risk assessments, emergency procedures, and incident response plans. The legislation seeks to enhance public safety while maintaining the open, welcoming and inclusive environments that are central to university life.
The safety and wellbeing of our students, staff and visitors remain our highest priority. The University already has a range of security measures in place across its campuses, with Security and Estates teams working closely with colleagues, building managers and accommodation services to maintain a safe environment.
Our existing arrangements are continually reviewed and strengthened where necessary, with support from external partners and emergency services. We also maintain comprehensive procedures to communicate with and support our university community during emergencies.
Martyn's Law introduces two levels of compliance:
- Standard Tier: Premises with a capacity of 200 to 799 people.
- Enhanced Tier: Premises with a capacity of 800 people or more.
As the University operates several large, publicly accessible buildings and spaces, including lecture theatres, libraries, event venues and student facilities, some areas of the University are expected to fall within the scope of the legislation.
The requirements include:
- Training relevant staff in emergency response procedures.
- Providing appropriate security information and guidance.
- Developing plans to reduce harm during an incident.
- Undertaking formal risk assessments and implementing suitable mitigation measures.
- Demonstrating compliance through documentation and regular reviews.
Compliance will be overseen by the Security Industry Authority (SIA), the regulator appointed by the UK Government, which may conduct inspections and audits of qualifying premises and events.
Over the coming months, the University will continue to develop and strengthen its approach to meet the requirements of Martyn's Law. Key actions include:
- Risk Assessments and Mitigation
Undertaking and reviewing risk assessments for relevant buildings, events and public spaces, and implementing appropriate mitigation measures where required.
- Emergency Communications
Enhancing systems and processes that enable rapid communication with staff, students and visitors during an emergency.
- Training and Awareness
Raising awareness of Martyn's Law and providing security awareness and incident response training for staff and relevant stakeholders.
- Preparedness Planning
Developing and refining procedures for evacuating, locking down and managing buildings safely and effectively during an incident.
- Community Vigilance
Promoting a culture of awareness and shared responsibility, encouraging staff and students to report suspicious behaviour, unattended items or other security concerns.
- Maintaining an Open and Welcoming Campus
While additional security measures may be introduced, we remain committed to ensuring our campuses continue to be open, accessible and welcoming places to study, work and visit.
